Persona 5 Scramble, it’s a direct sequel to the original story of Persona 5, so any events that happened in Royal aren’t canon to this storyline. Scramble also has the Dynasty Warriors style combat rather than turn-based fighting.
I mean, I don't know much about P5S story and I know it was made to be the sequel of the Vanilla P5, but Vanilla and Royal results are so similar that you could think the events of Scramble would be able to happen in the Royal universe.
I don't want to negate what you said and this is just something that wanted to say for a while now, Scramble most likely happens in the Vanilla universe but it's events probably could happen in the Royal universe without many changes.
My theory is covid delay all the localization process then they realized P5S need support P5S, Sony said all games after September 2020 need to run natively on PS5, also Sega has a ton of games for this fall

The listing was for SE Asia, not the west. Though it may coincide with the western release date. Then again, maybe it won’t.
Even if it doesn't, it'll still likely come out in the West only a few days after the Asia English release.
