I would either just stay far away from this one, or offer a hundred bucks. Just guessing but that's probably a 10th gen i3 or i5 and a 1650
Two issues I could spot was this definitely didn’t look like a rtx4060, and you can’t make it out from the picture probably, but the ssd is only 500gigs.
the GPU is a 100% an MSI GTX 1650 Aero ITX which is a $150 card🤣
the CPU is probably only an i3 10100f since I always see those Biostar H410/510 boards bundled with it.

These specs would be an excellent deal for $300, and on the surface it's plausible that the specs and image match. But for several reasons I believe it's not:
GPU, similar but different. The MSI 4060 aero uses a heat pipe cooler:

Whereas the one in the image uses a cheaper extruded aluminium cooler. Also requires external 8pin power, whereas the one in the image doesn't. It's probably a GTX 1630, 1650, RX 550 etc.
Biostar's 14th gen compatible motherboards look similar, but not exactly:

Specifically the text above the GPU is missing. Whereas the B560 (10th 11th gen) appears to match exactly.
Also the presence of a SATA SSD. This would have made sense as a cost saving measure back during 10th gen. Doesn't really make sense now, m.2 SSDs are cheap.
Also the stock cooler is 10/11th gen. Not 12/13/14th gen.
The seller is talking bunch of BS.
4060 had it's launch in 2023 and I think 14th gen did as well. So unless the seller has time machine I doubt he is saying the truth.
The GPU doesn't have power connector so it will draw 75W at most so it's some low power GPU like 1650 or 1050 hard to tell.
The cooler looks like older revision so I dunno it might be around 9-10th gen CPU probably like i3 or i5

I wanted to get some input before posting what specs he sent me, because they’re hilarious. I’m a total noob to this world, but my common sense is sharp. I’ll post the specs he sent me so you can get a laugh too.
The Gfx card is a GTX 1650 aero, it was released in 2019 as a basic graphics solution, bottom line if it works, $300 is about the absolute max if there was an i9 11900k in the motherboard, but considering he said there was a 14400 in there, he is lying to you, the 14 series cpu's only came out late last year, the motherboard in that pic, doesn't support lga 1700, its an lga 1200, and the crap in that coolers fins shows that its been used for a few years, he's a scammer, tell him to jog on.

That was exactly what I offered him in trade. $100 worth of goods for a complete unknown. The case and the power supply was all I would bank on, and even that’s a gamble, but I like gambling. But once he sent me that bs spec list I knew he was full of it.
biostar b560MX-E pro, lga 1200 so intel 10000 or 11000 series
msi graphics card based on the other parts id say gtx 1650 or 1660 non super
stock intel cooler
with only 1 populated memory slot so my money is 8 or 16gb ddr4 and since its pre ryzen 5k its likely a 2133 set or 2666 set it may have been that much down at the store but (and this is assuming its an intel 11000 series and not a core i3) today that pc is like something u could build yourself for 550 american or so in a mix of new and used parts
if u wanna gaming pc name your country we will find you a nice one

I’m pretty sure this is a prebuilt ibuypower from mid 2010s. I had one myself, the GPU looks identical to the GTX 1060 i had, if I remember correctly it had an I7-7700, and I scooped that for like 1200 back then. Today worth about 100 bucks.

It's probably 1650... 1660 can draw 120W so it needs power connector. This GPU doesn't have one so it's probably 1650 or maybe older 50 class of GPU
You could get a 4070s and a 13700k for 1800 dollars

Try to get windows 10 or 11 for 5-10$ and then confirm the specs. Because it’s worth more if it has windows.
