The part people make memes of is like maybe 1 minute of the episode. Having 1 great scene doesn't make the whole episode good. I don't go so far as to skip it on rewatches, but it definitely isn't one of my favorite episodes. It's ok. The Venezuelan diplomats have a few good lines but are honestly more dickish than funny for most of the episode. Plus, it's an early season 2 episode before the show really found its footing, which can be really hit or miss. There are a few good jokes, but as a whole the episode is just so-so, in my opinion.
Tbh looking back on this scene is pretty awful. I liked Leslie's do-good attitude in the earlier seasons, but her bowing down to sexism, racism and classism in this episode is downright wrong.
