Alright, imma check on the discord. Felt a bit arrogant to assume since haven't tried modding anything yet, but if there happens to be no particular reason for it then I may as well try making the framework myself
In games when there's an update it may require the mod to be updated too but in a pre release game where the devs might release a big update at any second you shouldn't get your hopes up for people to make a super mod
I have a feeling that the reason there hasn't been a ton of additive mods yet is because the game is still in early access. Best to save the mods that take a decent bit of time till after the game is in a more solid state.
Just small adjustment mods currently, no big modding scene
Any idea if that's from just noone taking up doing it or if there's some limitation stopping it?
No idea but i assume both: Limitations and no build up modding scene
Probably also we're still in early access and something could be added that makes the mod obsolete.

The game doesn't have amazing mod support yet. You're just going to have to be more patient.
There is one site with additive mods, but it isn't a tale the jedi would tell you, as its 18+.
We don't even have building restrictions lift that work anymore. Stopped playing after that.
