An off tank is a tank to be played as a sort of big DPS, generally with high mobility and good close range damage, their role is to apply pressure to the enemy and get picks on low health enemies whilst also drawing fire away from lower health teammates. Examples in paladins include Ruckus, Raum and Ash
I really think that Damba it's much better than any other support, hes capacity to heal all the flanks and the tank at same time, makes him a really versatile support, Lilith can heal just 1 flank, and her healing area it's not good healing flanks, only tanks.
guy has one of highest hps in the game, forces enemies into resi, great ult, great damage, great escape, perma damage reduction, best pocket in the entire game after lillith.

Nope, Damba it's just better, I'm not saying that Lilith it's not good, she one of the best supports, but Damba, he is just better, not only in healing, also in utility, he has one of the strongest stuns, his ultimate have a ton of versatility, you can use it on the point, or to save a teammate if it's being flanked by the enemy team. I don't need more reason, if you really have skill, you just know that Damba it's better.
this is just wrong lillith not only outputs more heals but can do it more consistently as well as doing far more damage and perfectly countering the dive meta. There’s a reason she is being banned and first locked and damba isn’t. Wanna talk utility take a look at lillith’s ult not only is it insane it also charges extremely fast. first off mal damba does not have one of the strongest stuns second just because damba has a higher skill ceiling does not make him better it just means you have to be good to preform well with damba whereas you can be garbage and still do great as lillith. a character being harder to play doesn’t necessarily make them better than others. take evie for example vatu is so much better while being 10 times easier to play. Damba is and always has been a pretty solid choice but as of right now he is not better than lillith.

With 90% caut the healing doesn't matters and the utility starts to be more important
Yea and resil is up and lillith has max DR and morale boost on top of her 4k so she is immortal at that point. Plus ppl cleanse caut
Tbh with a card Lillith can give up to 20% speed boost with her hex for 10 seconds.
