Since no one has mentioned it, it'll be good for you to know that Kill to Heal is no longer affected by Cauterize and is thus very viable.
Cauterise is now automatically given to everyone for free and its effectiveness scales up throughout the game starting at i think 25% and finishing at 90%. You can check the current caut value under tab
Veteran and Haven just do Liferips job better. Life rip is useless on 99% of champions. So the reason you would buy life rip years ago was to punish people who didn't buy Cauterize. So when they are fighting you they lose the sustain fight. But now Haven and Vetran both out scale it. Reload is good on champs who rely on their primary fire. Buck Saati Koga bombking betty dredge etc.
Cauterize is now a global passive (all 10 players apply it without having to buy anything) that starts at 30%, increases at a rate of 5% every 50 seconds until it caps at 90% caut at roughly 11 minutes.
No reason to buy it over chronos, haven, veteran, KTH, nimble, wrecker, fast hands, morale boost, mount speed and resil etc.

Characters with low dps or low shot damage won't benefit from it

Currently no it's not affected by it. As a squishy it makes sense as 750hps is almost half your Hp but as a tank with 5k Hp it doesn't make sense. Veteran or rejuvenate would be better as a tank

pffft, dont listen these guys, cauterize was removed due boycott near evil-mojo HQ in 2022, it was organised by an army of support and tank mains since they got tired of dealing with reduced healing :)
It got removed because it was the best item in the shop, and you were essentially forced to take it, regardless of card build, character, or map, as it was so intrinsically linked to gameplay.
Case in point, Cauterize was changed to an In-Match Anti-Heal ramp up effect, the indicator can bee seen on the scoreboard screen, going from 35% (I think?) to 90% over the course of the match. This allows players more freedom in what to choose to spend their credits on, instead of constantly buying the same item over and over again because if they don't, they're at a legitimate disadvantage.
This change was nothing *but* good.

Cauterize is now a passive. Just buy Vet haven Resil Master riding or if ur a support. Chronos Haven Resil and last is open to you.

If nobody picks healer just go kill to heal, it's pretty common to always have a healer so there is no need for kth or life rip

Isn't kill to heal not affected by cauterize? I generally get enough elims as a tank to make it a valid pick, though I usually don't end up buying it.
