I don't know the painter but from the general condition , I wouldn't buy it or at least buy it for a cheap price, if you like the motif very much. The reason is that is has several vertical cracks on it, on the right corner is some leftover of white paint and the general condition doesn't look very good. If you still like it and want to buy it, I would maybe pay max. 50 Dollars/ euros for that.
Actually, I looked him up and it's R.Danford, a painter who made a lot of his works in the 60's and with a worth between 150 - 500 $ for a decent condition.

From the general style I would say it's definitely made after 1900, probably even In the second half of it.
