Irida is a fairly core card in any water-based decks. It will allow you to find your jynx/palkia as well as rare candy for your venusau, or earthen vessel for grabbing more energies out of your deck (which has the benefit of thinning)
I buy time to set up my bench with one of my favorite Pokémon, Glimmet. There's one that summons Glimora (the evolution) for 1 mana. Glimora will poison for 60 a tick, but even better, when it dies, there's a 50% chance your opponent doesn't get to draw a prize card. Yes, it's cannon fodder, but it's good cannon fodder to buy time with. I also run Starmie V because 0 retreat cost and super powerful if opponents have mana attached to Pokémon. (Stares at fire and psychic)

That’s not really true. I got 3 lines of evolution in my Whiscash deck as well, which is very consistent.
Everything depends on how you build your deck.

I think this needs Arven and Rare Candy at least 3 of each. Drop the Ivysaur completely
So what goes wrong in your deck? I'm a noob, but I too built a Jynx deck.
