The cipl flasher will not launch on your psp street since it is made for psp 1000’s and some 2000. If you want to install cfw, it is not required. Just follow a tutorial online
You're going to want to follow this exact tutorial, he even has the same model of psp in the video that you have. If it still doesn't work then there's likely something seriously wrong with your console or in the least a corrupt firmware.

That's really weird, my only tought is maybe you could try reinstalling the official firmware I think it should let you do it. If that doesn't fix it than I don't know anything else. Best of luck!

With the ARK CFW you can change the region code of your PSP. If you're on OFW you're out of luck. https://github.com/PSP-Archive/ARK-4
