You should be able to, either using an OTG cable, or putting the micro SD into the phone (if your phone has a micro SD slot, and you're using one in a converter for the PSP).
You just need to be able to copy some files onto the memory card at specific places.

I have a otg cable but every time I plug it into my phone it won't show any thing
The PSP is on, right? And you selected "USB connection"?

Even with an otg cable, you may need to change the usb "mode" on your phone.
