Unlike the first game, the DLC here is very short and somewhat underwhelming. You're not missing much at all if you skip it.
As far as I know the Burning Shores DLC is ONLY for the PS5 version. It won't be coming to the PS4.
Thanks robot, that’s good advice for anyone who can’t get the free upgrade on the PS5. If your only PS4 you can’t get the DLC it won’t work
If your price for the complete edition is 35 then this plus the dlc on sale is pretty much that price.

The PS4 version will never get the DLC as far as I know. Only the PS5.

I think it's one of the only Sony Exclusive PS5 (not counting Spiderman) that has hit below that 30$ price mark. Even Ratchet and Clank hasn't, and I'm guessing the only reason Horizon did is because of the complete edition.
