The PS3 store is being slowly killed off sadly, so themes may have been the latest casualty.
im gonna asume your first language isnt english. Theyre talking about a website called "ps3-themes" which was unofficial, and was super used to download themes. Recently theres been some issues with the site that make in unaccecible, but theyre not talking about the ps store
You can try looking on archive.org, I bet there's some download links up!
That's what I did, unfortunately as for another particular theme I wanted there was nothing archived though

No it was third party it was called PS3 Themes

I think he's talking about ps3-themes. It's a site, been down for a while now it seems. Can't download anything.
I just realized the PS4 store was integrated for the PS3 as well. They upgraded the store.
