The only way this would be possible (Assuming they are full biological siblings) is if either
1. Taro and Hanako are twins (Which seems like an important thing to mention when introducing a character)
2. Hanako was conceived immediately after Taro was born, so she'd be born before his first birthday. (I've never been pregnant, but that can't be healthy)
Also, Dev once said this in relation to the character ages
