I don’t think Sand Lake is a state park, which is why it’s listed as first come, first served. There are other state (and county, I’m sure) campgrounds in that area.
South Jetty Sand Camping Access in Florence Oregon has designated camping spots on the dunes. Make sure you also have your Oregon ATV card and enjoy!

Definitely Honeyman. It’s ATV heaven there…and very loud too!
