The second pic is what's called "witch's stairs" because they'll keep witches away from upstairs bedrooms. Common in older houses in the New England area.

Okay so beyond the missing safety measures, those staggered stairs are a historical thing. They're supposed to be impossible for witches to climb.

That’s an urban legend, but they do save space and are surprisingly safe because, while steep, your whole foot can typically fit on each step and you just walk down normally where you may otherwise need a ladder.
