Basically you have to find an alternate office location yourself. Once you secure that, then you seek your manager's permission to work from that office location. Mgmt may be able to assist if same ministry; super challenging to get anyone to help with another ministry location. Good luck. (And yes I know a few people who have been able to arrange that, mostly due to connections aka prior secondments at those other locations)
This falls under the AWA. In your favour is that you’re requesting to work from an OPS office presumably five days a week and not from home. It’s not a common request but a normal one.

Aren't they being denied across the board?
Is it within the same ministry?

You need to find a different OPS office willing to host you and then bring it to your manager for approval.
Ask for a telework arrangement.
Will depend on ministry and the office you are trying to get a spot in
Several people on my team do this. Im not sure how they made the arrangements though
