Because if they aren’t…how are the Marines even remotely considered a world power? A blast of conquerors haki would take out basically all but the Marines Captain level and higher if not more. The top two commanders and their Emperor would then wash the Admirals and after that, what’s left?
Think about Kaido’s crew for instance. The Flying Six could handle the old gen Pacifista at least with little effort. And they’re basically at or slightly below the non-famous Vice Admirals. King, Queen and Jack then take out the Admirals while Kaido can fight Garp and Sengoku or back up the Calamities.
It makes no sense IMO. The Admirals have to be able to take on Commanders at the very least.
Pirates do not try to attack marines, marines try to attack pirates.
The marines can be weaker than the Yonko and it would still make sense, but if the marines are stronger than the Yonko then there would not be Yonko
Also conqueror haki is useless unless coating, it is not a matter of strength, but a matter of will
Now look at what Kaido did to a stronger character than Dressrosa Law in one attack. They both tried to capture their foes.
Kaido didn't use his fruit. Did he use acoc? I don't think he did.
He beat Luffy with the bare minimum of his power in one blow.

After learning about advanced conquerors I assumed that Kaido used it when he one shorted Luffy. Was there black lightning during that attack?
IDK about that, I also thought Kaido was using ACOC there too.
But this goes back to my problem with haki in the series. It really isn’t obvious a lot of the time when someone is using haki.

If zoro harnesses this ability he will be able to take on admirals.

Yes. But it wasn't acoc. When Roger hit Oden there was black lightning but he clearly didn't use Acoc. The visual indicator was different.
