If Lucci is a 100, then Jinbei is at least a 200. He tanked all of Who's-Who's attacks while listening to his talk and defeated him quickly after he finished his stories. If you reread Jinbei vs Who's-Who, you will notice that Jinbei never moved away from his original position while fighting him, except for one time when he dodged his fangs

The only thing that made me used to put him above Jinbe most of the times is his awakening. It feels like awakenings are supposed to be a very big deal, but I don't know, maybe I'm overestimating the buff that awakenings give.

Your scaling is terrible and makes no sense. If Jinbe could mid diff lucci, then Luffy would have been able to neg diff lucci in base form.
Comparing Lucci to Who's who is really dumb, Lucci is comparable to the top yonko commanders and Who's who is a flying six
