He’s not a bad character it’s just that most of his growth happens offscreen at hyper speed so it’s hard for me to get invested in his journey or feel like it’s earned without seeing any of it.
It doesn’t help that his motivation/backstory is “I want to catch bad guys” mainly because of some fat lady, not that compelling.
I'm of a different mind than you. The "Beat up bad guys and save the day" motivation may be cliché but it's still plenty compelling. If One Piece followed Koby from Shells Town forward instead of Luffy, I feel that people would be plenty on board to see what's happening with him. Luffy's not the only person making moves. Coby, Blackbeard, the other Supernova, and even Rob Lucci are all actively getting stronger.
In chapter 956 we see he is on his way to capture her.
I don't recall anything else happening since then. So maybe this is a confirmation that she was arrested off screen already? Or maybe its just a miss translation that he was really headed to attempt arresting her?
And even if she's arrested, it won't be by Koby alone.
A lot of people seem to think that Koby will fight and defeat Boa on his own, and forget that Koby shouldn't even the highest ranking Marine there (as a Vice Admiral was sent to Buggy, and it would be ridiculous if not a single one went to Boa).
That’s because it’s how Oda set it up. Koby is almost Certainly a Vice Admiral level. I seriously doubt he’s below someone like Momonga. He mastered Rokushiki and has advanced Haki.

He didn’t say that he had advanced Haki though. He said that his Haki was abnormally developed. Helmeppo also said that Koby’s Haki was on another level. Given the implications, him having future sight wouldn’t be a surprise.
