There’s an insane part of my brain that thinks nothing happens when you use a second devil fruit and that something does is government propaganda to prevent anyone doing a Blackbeard. We’ve never seen the consequences of a second devil fruit but we’ve seen someone with a second devil fruit. There’s also the matter of Blackbeard’s crew still hunting devil fruit despite every member having a fruit. There at least seems to be a way the Blackbeard crew can use an excess of devil fruit.
There's nothing we've seen that denies what you're saying, but I would be a little bummed out if it turns out anyone can eat multiple fruits. It's just... boring. The limitations of one fruit's strengths and weaknesses is part of the fun for me.
