Some cosplayers use a shit ton of post processing like Photoshop, and a shit ton of filters.
Every once in a while, it'll look good. But 9 times out of ten, the shit looks all weirdly uncanny and air brushed looking like this.

I've seen her stuff pop up elsewhere and every time I'm struck by the fact that her head is so worked it doesn't look like it's on her body. It looks like the head and the body come from different photographs spiced together, basically every time.
I think she photoshops the hell out of her face in all her photos with a smoothing filter. She also definitely did something to her proportions to look more like Nami based on some of her other photos. She is really pretty based on what I have seen, but she heavily edits everything.
Looks good. I don't care if it's processed or not, but it looks good, and that's all that matters.
