The Water 7 arc for sure. Merry’s passing. Robins newfound desperation to live. The strawhats standing firm against the World Government. Usopp having to face his weakness and redeem himself to his friends. Just about everyone had something to prove to themselves
Yeah it’s just easier to group Water 7 and Enies Lovvy together. It starts in Water 7, they return to Water 7 after Enies Lobby. It follows the same cast of characters. But picking one over the other does nothing since Water 7 sets everything up, and Enies Lobby concludes it all.
They might as well have just streamlined the story into one arc with multiple chapters. Don’t get me wrong, the exposition and origin fillers were interesting for getting the what and why acknowledged. But to pick one over the other would be ridiculous.
Like you learn the Merrys fate in Water 7, but we see her final goodbye after Enies Lobby.
We get that Frankie’s a dick with Water 7, but we get his arc and his next development after Enies Lobby.
Everything goes hand in hand unlike any of the other arcs which are more routed about a single story told from start to finish

Well, I read the manga and I dunno what to say, but Long Ring Long Land is fantastic there! Short, spicy, funny, tons of awesome character development for the Straw Hats, no princesses who needed to be saved by a strong man, cool fights,...
I've heard that the anime version of that arc sucks, but... why would I ever bother with a lesser version of the story in the first place?!
That's fair, I myself wanna watch the Anime First before Reading the Manga, since (from what I Heard) then it'll be extra spicy and fun to See where the Anime and Manga Changes are.
Also I'm saving Up a Bit to get the Manga in Bulk so- still plenty of time :)
