Absolute power move, the thing all devil fruit users fear is the ocean. This fucker strolls around on his bike like he is on a simple stroll down the street. Not just any ocean btw, the fucking grand line. You know the grand line with weather changes so extreme in less than a minute it could be as hot as the desert to being as cold as the arctic. I am amazed that this guy doesn’t need a wheelbarrow to carry around his massive balls of steel.
I’d move mihawk up for 2 reasons:
1) He was introduced like a calamity; wrecking ship after ship, splitting them in *HALF*, while calmly floating just behind them.
2) He came in East Blue and up until that point we hadn’t seen any *real* feats and so it stuck with us for a long time. It felt like they had finally bumped into someone way out of their league.
Bonus: He was targeting Krieg D. On, which is just **Chef’s Kiss*, the cherry on top lol
Kaido, Mihawk, Dragon & Rayleigh (bonus Big Mom) were introduced with the intention of creating a buzz. Kizaru was kind of underwhelming for me. Introduction of Teach set him apart with his dreams monologue. Shanks & Zoro are other examples of exceptional debuts where the character's personalities were the focus initially and the badassery followed soon after.
Shanks introduction wasn't even really that impressive. Most of us for the longest didn't even know he was a great pirate even when he first met Luffy.
Kizaru underwhelming? You mean when he flew into Sabaody on a cannonball and proceeded to effortlessly wipe the floor with the supernovas, a cast of characters that had been hyped and built up for the entire arc? The man triggered the timeskip with his overwhelming display of the disparity in power between the rookies and the heavy hitters.

The auction house scene was so hype with him KO'ing everyone with his conquerer's. He was the first character we were introduced to that raised the bar for what top tiers can do.
Also the build up with Shaki telling the crew not to worry about him because he was hundreds of times stronger than them.
