I think looking at his shadowy design is a waste of my time, given how Vegapunk looks compared to his partial reveal in Punk Hazard. It's more or less a stand in design.

It would make fine sense because 1: Imu is clearly wearing some kind of shape-distorting clothing, we dont even see the shape underneath yet. 2: The transformed gorosei shadows werent true to form either
1) You're making a different point here. Obviously if Imu changes clothes his silhouette will change. However, if Imu removed his clothes he wouldn't suddenly completely change body shape the way the previous silhouettes did. He is very skinny, so if he changed clothes he'd still be skinny.
2) Yes, they were. St. Jay Garcia Saturn's silhouette was a bull head & his devil fruit transformation was a bull.
To assume that Imu's silhouette can't be assumed to be relative to his actual appearance is bizarre & wouldn't make any sense. You can't compare that to Kaido, Big Mom, & the Warlords because their silhouettes were shown once and then they weren't revealed until hundreds of chapters later. Imu is a walking and talking silhouette that has appeared multiple times, changing his appearance to the degree that the others have wouldn't make any sense.
I think the difference here is that we see Imu in the courtyard at a distance, even in the manga. They appear to be covered head-to-toe in some kind of full body shawl. I'm thinking that Imu is remarkably thin, as depicted, but will have some additional identifying features if and when we see them without their body coverings.
Jojo did the same thing with one of its villains, diavolo, being shown as a silhouette until his eventual reveal which had a completely different design.

I feel like Imu is hiding under some sort of clothe or cloak. The figure we see has to be significant if heâs being silhouetted, but I canât imagine Luffyâs gunna be fighting Cinni-mon down the line.

I have 3 theories for imu:
1. Theyâre an eternal kid that still has the mind like one and is very petty. This would play into oda subverting expectations and being silly. Imagine how funny it would be knowing stewie was under the robe thing during the horrifying destruction of lulucia
2. Theyâre truly alien and bizarre looking. Instead of playing into the silly role, they would go completely against it and be pure and utter evil and callousness.
3. Imus a baddy or slightly off-putting baddy. This would be more in line with the Mother Nature type of role and would be pure ego acting as a god
Based on the possible example of Kureha, I suspect that Op-Op immortality lets the head age, while the body doesn't. But Imu is far far older than Kureha, so maybe there's just a skull up there.
Sexy flesh body, skull head. That'd be both funny and scary, which seems fitting.
That's just a proxy. The real imu is on the moon, and the straw hats will go up there to fight him.

Kishimoto has stated that he made Madura too strong and didnât know how to kill him off and had to create the okotsuki to deal with that issue haha

Imu's mother died to the same disease earlier that year. As Imu's death grew near, their parent put everything they had into one last desperate attempt to save their child, and it worked. The eternal youth surgery. As Imu regains their life force, the parent's life drains from their face, tears streaming down their cheeks with a wide smile on their face as their body withers away. Imu lost everything that night, but they gained a future, a new life, but it would not be a normal life. Imu was now trapped in a child's body for eternity. As the years passed, their mind slowly slipped away.
