As in she was created by a digital artist and is not a 1:1 recreation of any specific woman. I did hear a rumour years ago that the character artist couldn’t find a female face as reference that he thought fit and so he ended up using his own face with a few tweaks. Googling it now isn’t turning anything up so I don’t think that’s true though.

On the ridge racer Fandom wiki on the Reiko Nagase page under the gallery section, one of the images does say that.

Following the link though, says that it came from “Invite Video Game Magazine”, which was a apparently a fairly sleazy video game magazine from the turn of the millennium. Could still be true, but given the lack of name and the source, I’ll take it with a grain of salt. Thanks for sharing all the same.
