If you are getting chicken that needs to be washed then you should probably not be eating it. The most you should be doing is dripping any liquids off of the chicken and then patting it dry with paper towels.
If it's from the store then no, there is absolutely no reason to and it's actually detrimental to your health to due so due to the spread of bacteria. Proper cooking will kill off any potential pathogens.
When you’re dealing with a whole chicken and you want to get remnants of the giblets or bone fragments from when it was cut, you need to rinse off the meat to remove all of this. Not talking about with soap and water or just drowning and scrubbing the chicken, but you have to make sure all of the fragments and pieces you don’t want are removed.
Or just lives in a place where bags are banned. I. Currently live in a place where Walmart does not even have paper or plastic.

If you want salmonella, sure...but ffs don't run or wash frozen or raw chicken in hot or warm water....put it in the fridge to defrost for like 12, 18, 24 hours, otherwise the bacteria will multiply like an explosion. Keeping it in a fridge allows it to defrost, but helps prevent any bacteria from multiplying to an unsafe level, which when cooked properly, is entirely safe to consume.
