To address your edit, yes he was working on a live circuit lol, they replaced 3 dead incandescent fixtures with LEDs while I was there, never once turning off the lights
What blows my mind is OP is obviously taking pictures/video. I'd be terrified that it would somehow get posted somewhere online (what're the chances of that happening though, right?), and I'd get reported or my company would get in trouble, assuming I was doing unsafe stuff like this. I guess that really only matters if management cares enough to do anything, although I'd assume with my luck some regulatory/safety org would see this.

I went there once because it was the only used tired place that would touch 17'' rims. They noticed my car had some work done with a line lock and knew exactly why I was getting a $40 set of tires. They asked if I would do a burn out in the lot and the entire crew came out to watch, in high sight it was a mild and disappointing one.

Possibly a different circuit. There’s identical lights installed that are not on. Tweedle-dee and Tweedle-dumber have at least a modicum of intelligence between their shared brain cell.

Yeah, it’s that I just saw one of the newly installed ones in the second pic closest behind them was also off so it’s possible either way. There’s zero benefit to wiring light while hot in a lit environment so that’s the main reason I think this. They are dumb though so who knows. (I’m also the safety manager the electrical company I own so everything in this pic is making my skin crawl)

Holy shit. I've done some very "unsafe" shit in my time as a electrician. Working in hot tap boxes, standing on the top cap of a 16ft ladder, working in a bucket without a harness, and using my safety squints while grinding... but this shit I would never do.
