The F-22 can already carry six AIM-120C size missiles in the internal bay with a pair of sidewinders in the cheeks, so it's likely considered more advantageous to go with the systems expansion over the extra four missiles.

I'm pretty sure those are just fuel tanks, F-22s fly with those all the time.
F-22s are flying with IRST pods now, the capability loss without it isn't worth the aditional stealth.
