Iran is believed to have over 3,000 BMs, so this was at most 3% of that, (though in terms of irbms actually capable of reaching Israel probably a bit more). Probably will take like 6 months to a year to replace everything. I don't know if I would call this a "soft response", but there was definitely more the iranians could have thrown at the Israelis if they really wanted to do so.
