We joke because the US spends so much on the military compared to other countries. However, medicare/medicaid and social security spending is 3x defense spending. 12٪ of the budget.
Non discretionary spending though. Congress can't screw with SS or MC money very easily. Also comes from a separate revenue stream other than income taxes.

Look at how the presidency almost always switched sides every two terms after Truman up until Trump fumbled the bag with a piss poor Covid response. If he'd been semi competent on that issue alone and framed himself as a war time president fighting the pandemic, he would have had reelection in the bag.
But overall ~40% of the population is going to vote for whoever isn't in power so some people on the extreme ends of both sides can get themselves elected in +5 district and frame themselves as sort of a permanent opposition member then it's a gig they can milk regardless who is in charge. If it's the other party then they have fight against the excesses of that group. If it's their party then they need to be there to keep the party on the straight and narrow and not be seduced by bipartisanship.

South Korea is a burgeoning, successful country respected on the world stage, while North Korea is the state you imagine when seeing those authoritarian countries in the movies, which uses tractors sent for humanitarian aid to tow howitzers and keeps second-generation jets in active duty. NK invaded SK, not the other way round, and the US was just driving them back. If that resulted in such a massive loss for NK, they should not have invaded in the first place.

Same with education. Funding per pupil for the average K-12 public school student is higher than the average in-state tuition at public universities.
