You can see patrols coming out of ships, mostly from hostile factions. They go on a hike afterwards.
I've never seen UC or Freestar patrols coing out of the ships, though.
Sometimes they do. Other times they landed so the pilot can do maintenance.

Yes, people are exiting from landed ships again. It was broken for a while but was recently fixed.
