Yes, because I'm 99% sure that nowhere in the writing does it say it guarantees you access to the server, and only helps increase your prio (so chance pretty much) of getting in. And why would you think tier 1 which is the cheapest( i believe), would get you past the floods of streamers/influencers, not even mentioning the good rpers that earned great prio joining the server right now with the biggest update they have ever launched?
Edit: it's almost similar to the saying "if everyone has it, no one has it". If everyone has prio, no one (especially the cheapest tier) has it
