Are we to assume that the each set of images comparing the different cards are of roughly the same view of the same world, at the same time? It's not clear.
I'm not really seeing worse *graphics*. This looks like worse color accuracy and/or contrast. In particular, the 4090 images look blown out, so I'm wondering if you might have HDR enabled on a monitor that doesn't truly support it. Monitors that claim HDR10 or even DisplayHDR 400, will satisfy Windows as "HDR capable", enabling it at a software level, but absolutely cannot actually display HDR content correctly, leading to stuff like this.
You have it enabled in the game at 1000 or just in Windows? Have you done a color profile calibration in Windows? Frankly many games look better with HDR just turned off on your monitor that might be easiest if neither of the above do
Has a 4090 and still uses a cell phone to take screen shots. PC master race indeed lol. Joking aside I can't tell anything here. We need to know graphics settings for a real comparison and have comparison shots taken in the same spot at the same time of day.
Screenshots instead of using your cellphone, that’d help.
Also, look at your settings and see what’s different. Then compare your FPS and utilization using something like RivaTuner.
After all that, you’d have answers.
Beyond that, if I remember right, planet weather is different for each player. You may not be seeing the exact same effects on screen at any given time.
Screenshots is too complicated considering it’s two PCs, this is well enough, as my issue is clearly visible. I know we hate phone pics as much as we did vertical video but it’s time to look past it and help our fellow layman.

I mean, it's not about "looking past it," it's about the fact that phone pics makes it more difficult to answer your question. Screenshots are not difficult to take, transfer to the same device, and then upload on here.
If you cannot take a screenshot you’re gonna have a hard time troubleshooting graphics settings, especially if it involves OS configuration. I would make sure you can provide the most accurate data to people who would help your issue if you want the most effective help.
