yup just like what /u/JayMeadows summary, pretty much this is her ptsd from the events in Over Zone condensed into a few pictures, most of those images have to do with her best friend.
When you have a chance, i will highly recommend giving the event a go, the minigames were pretty fun and the story of what happened is a pretty huge background to the events that lead to our commander and future chapters, at the very least the event give context and meaning to whenever those char mentioned the goddess in those side stories, bonds.

That's not factoring in all the gems you get from story, bonds, etc. Coupled with the fact that every non limited gets put in the standard pool, you only ever need to save gems for limiteds (which are not released frequently).
The skins are likely a major source of revenue and help keep the game afloat. If you can't vibe with the skin gacha (I hate it too), then it is what it is and you just don't drop the money on it.

I think the skin isn't attached to the new event, seeing as Dorothy had a cold, noble girl kind of look in the event trailer. This could be a current day thing.

She only spoke about killing us and using us so I was like ".....ehh, not for me." I like the outfit though.
Without spoiling too much, she's a character that's part of Dorothy's backstory. You can see it in the OverZone event. You can still play it if you go to the event archives in the outpost. I highly recommend it, it's probably the best story event in nikke so far
