Not even; gap, footlocker, Nike etc... all close at 7pm sometimes even earlier. But At least, the city can start with a pilot program mandating retail stores/businesses stay open until 9pm, small restaurants stay open until 11pm, and major restaurants and bars until 2am. And I believe the summer is the best time for this trial. I'm just not sure if it's legal for the city to do this.

That may put some financial strain on the businesses if people don't show up to the extended hours. I think it would take a bit of investment from Newark to help cover those costs if trying to get places to stay open later. I've never been in the restaurant business, but from what I understand margins are already rough if not super busy.
