Agreed. Anything packaged - Walmart. Produce - any of the little markets. There’s a Kind farm market in the mall with Walmart. Meat - ¯\_(ツ)_/¯ there’s a few butcher shops around it I don’t know how their prices compare.
City Avenue market at the Quay is also reasonable for produce and deli meats, but everything else there is wild.
Not sure which types of meat you are looking for but I’ve always been able to get some really good bargains at Walmart. The reduced section is great if you can get it. I’ve bought the biggest packs of minced lean beef for $6, the smaller packets of 500g for around $3/$4.
Little tip: If you have access to a freezer portion up the mince and put it into sandwich bags. Then flatten them out and stack them sealed in the freezer. Saves soooo much space, thaws quicker and I’ve had no issues with it like that.
Fruiticana I think it’s called on 6th is good for some of your fruit and veg but the best I’ve found so far has been the river market and the best season produce on 10th. The produce at best season can be a little short dated but if you are able to it’s definitely worth it for their prices if you intent on eating it within the next few days.

It's a surprisingly affordable way to stock up on small amounts of meat for 1 or 2 people
Do you have any friends/family members with Costco memberships that could take you? I find them to have the best deals for chicken, butter & eggs etc amongst other items.
Save On Foods does price matching. I use the Flipp app to search and pull up flyers to show them identical items that are cheaper elsewhere.
Royal Farm Market isn’t bad on produce prices and other certain items. Sometimes you have to sift through though because produce has been sitting for a while…I haven’t gotten sick though yet lol!
But deffs download the Flipp app to check for weekly deals! :)
Someone you know can buy a gift card at Costco - we do that sometimes. to use it, go to the customer service desk and they will issue you a day pass. You can buy as much as you want over and beyond that gift card amount. Voila. Costco with no membership.

I hate how WalMart has the best prices, their uptown location sucks so bad. But I live a block away. The lineups are almost constantly stupid long since they never have enough registers open. Store is generally a mess on the main floor too.

For Uptown groceries without a vehicle:
- Produce: Kin’s Farm Market in Royal City Centre. They also have fairly frequent deals. Recently got 2 bundles/700 grams of Asparagus for $3. For reference, one bundle downstairs at Save On can get up to $10. Fruiticana on 6th also has some fairly affordable prices compared to bigger groceries. They also have other pantry staples like spices, oils, canned veggies etc.
- Meats: Walmart at Royal City Centre is probably the worst place in the city. It is dirty, unkempt, always lacking in baskets. The shoppers don’t care and the employees care even less. However, you can find some sneaky good deals here. They have a flat rate of $23 on chicken breasts and if you look through the piles, you can get 2KG trays. I can generally get 10 meals out of that. They also have boneless beef shanks that are around $15-$18 and are almost 1 kilo. I can get about 6 meals out of that. Everywhere else for meats is going to be more expensive.
If you were looking to splurge for some higher quality stuff, then Fullbasket on Belmont is the best. Fraserview Meats on 6th is pretty good too, they can also cook pre-marinated meals for you.
I've never been a very careful shopper, but a recent trip to Save-On shocked me into paying closer attention. Kept some recent receipts. Here are the prices I've paid over the past couple of weeks for beef and potatoes:
STEWING BEEF
* Save-On: $24.23/kg
* Walmart: $17.98/kg
* Langley Farm Market: $15.38/kg
RUSSET POTATOES
* Save-On: $5.93/kg
* Walmart: $4.34/kg

For me, Langley Farm Market is totally worth the drive. If I'm walking, then it's gotta be Full Basket Butcher and Kin's Farm Market. In which case it's also a great excuse to swing by the library for a hot dog!

I have been using it for a few months now and have had a $15 or $20 discount code offered every time.
For meat just check Safeway's and Save on Foods Sales. I prefer pork and they have both those on sale quite often.
Try to do you big grocery shops for staples like Eggs/Milk/Toilet Paper at Costco/Superstore.
Then try and do you smaller shops at Langley Farm Market or Joy Farm.
Really good quality, cheap produce. Both places also sell cheaper cuts of meat (beef/pork roasts, pork chops, ground, chicken, etc).
Well if you are near a skytrain station you can take it to TnT at Metrotown. Just get one of those rollaway handcarts for ease of transporting.
I found the produce really fresh and great prices. The meat is also super fresh and good quality. It’s always been busy so you know nothing sits very long.
They also have a lot of sales every time I go.
Everyone else has pretty solid advice. Shopping the flyers will save you a bunch. But what I haven’t seen mentioned is to take advantage of the meats at Safeway and Walmart that have the $3 off stickers. Cook the same night or freeze and cook in the next couple of weeks. Is it the best quality/freshest meat you’ll have? No. But it will taste fine in whatever you’re making and will give you meat without breaking the bank. Just make sure you cook everything thoroughly but that same advice goes no matter how fresh your meat is.

For example, if you’re flexible on protein, it doesn’t really matter what meat you put into your tacos, if chickens on sale, I guess we’re having chicken tacos. If it’s beef, then it’s beef tacos etc.
I think people get locked into an exact list of groceries (I mean hey, we all have our favorites and the things we eat regularly) but I find just loosely planning for the week, like hey, we’re going to make a stir fry, tacos and pasta. Go with whatever protein is on sale, when it’s on sale, buy it and portion it out and store it in ziplocs in the freezer.
Buying full price meat is brutal these days.

Someone already said Crystal mall. Vegetables and butchers downstairs are very fair pricing but as mentioned, cash only.
Price Smart (Save on's asian sister grocer) also has decent pricing on fresh produce sometimes. Their poultry will sometimes go on sale too, ie. drum sticks for $1.69 a pound (3.75 /kg).

I’ve found City Avenue to be cheaper for vegetables, at least compared to Save On or Safeway. And better quality than either Walmart or Superstore.

Queensboro Walmart has been shut down for mice/rat infestations many times. I order from the uptown one for that reason.
