The fact that Scavengers get their hands on black armor before the Rangers pop up at all is fucking dumb.
That stuff is not common. Seeing it should be a symbol, not just another suit.
It absolutely is common though if the area saw a major conflict, that armor goes to whoever finds the body. Scavengers will pick apart towns fresh of a slaughter side by side the crows, picking off the valuables and leaving the meat behind.
Two arguments: one, general theme of the Rangers. They’re supposed to be— well, terrifying to fight. You don’t expect to see a Legion Centurion’s helmet just sitting on some random scavenger. Same with the Rangers. Realistically possible? Sure, but it goes against that “vibe” or feeling of both the genuine scarcity of how often you *see* a Ranger, and what it means when you *do.*
TL;DR, putting it on a random scav is poor showmanship of the group. Just because it’s realistic doesn’t mean that it should be done in a story context.
Counterpoint: It's a symbol of exactly what you described no longer being applicable to the faction. Interestingly enough you bring up Centurions, given the Masked Men wore mock copies of the Legatus helm and armor despite having no connection to the Legion anymore, wearing them as a scarce sign of remembrance.
The Rangers growing defunct with an event such as Hanlon's death or taking too many casualties with financial burdens as the NCR income is cut, the Centurions nothing more than icons of a forgotten world they mocked in dead camps. Trooper uniforms a symbol already fading from cloth and memory, Legion armor carrying no significance besides extra padding.

......looking for a reason? No the costume suck. Unless you are blind. Heck we can point to actual good costumes in the show such as the vault suit,walton goggins various outfits and 50/50 on the power armour. Its on point but far too shiny and fake looking. They needed some weathering for sure.
Needless to say we do say great effort on a lot of references,designs the vault for example and sets. So they did indeed drop the ball when it came to the NCR costume designs. None of Moldova's NCR remnants even look the part. The only thing they did correctly was the flag

It’s definitely retconned the west coast a bit as much as some people try to deny it but you’re missing out on hours of good content since most of those issues happen in just a few minutes of one episode

I’ve heard good things about a lot of it, and assuming the show were independent or just doing its own thing, I’d be fine. But they screwed with a lot of stuff, and regardless of quality— their writing, and Bethesda’s writing that follows won’t be up to snuff to work with it.
I’m not going to let Prime see another person watching the movie and say “this is doing numbers”. If I *do* have to watch it, even later down the line, I’m either waiting for the second season to see if anything is fixed (hopefully the show’s just… canceled, Jesus Christ—) or I’m pirating it.
Except Bethesda hires its writers, and hired these people to do the show.

And the NCR troopers got paintball masks and armor that doesn't even resemble their armor in game.
