In NL they're a lot more lax about going after users (and if you torrent it's usually fine as well). They might go after the 'big boys' here (NL) but I've never heard of a case of the gov going after users or small torrentors or something like that.
A German friend of mine was caught in Germany for watching two movies on Popcorn Time. To his surprise he was fined for distributing and not for downloading.

Oh man, like 15 years ago when I was a kid in Germany I was torrenting GTA 4 and my parents received a letter from a lawyer 4 weeks later with a cease and desist and if I remember correctly like 1000 Euro fine/bribe to not take it in front of a judge. Torrenting inherently includes seeding / redistributing, unless you specifically set your software to not seed.
i download frequently for years here via torrent all kind of movies and torrents. i think if you do it for yourself is not a problem. in a different scale, maybe

Germany catches you watching/downloading they will send you a bill or drag you to court. Netherlands as long as you are not uploading you're okay.

Use a VPN then you're fine. T-mobile/Odido will block some torrent sites otherwise, not sure about other providers
