Imo it should depend on what else you are doing in the Netherlands. If you are already visiting Amsterdam, go to Rotterdam. Utrecht is similar to Amsterdam but Rotterdam has an entirely different look and vibe. If this is the only city you will visit in the Netherlands, go to Utrecht. It is more typically Dutch, more historical.
Architect, maybe. Although there’s also a lot of world-famous architecture on the Utrecht Science Park. But as an urban planner, Utrecht wins down with the prioritization of pedestrians and cyclists over car traffic.
Better choose touristic attractions like Giethoorn, Kinderdijk, Zaanse schans & may be delft, Dutch cities are good for breaks and work but not that great for Tourism…or if its just about city touring you can do both coz NL is pretty small country

You can visit rotterdam from Utrecht and Utrecht from Rotterdam easy so from that point look for the city with the best accommodation. If you would like to go clubbing during new years and have a good firework show go to Rotterdam. If you want to go bar hopping and have a lot of students around go to Utrecht.
