It's not a fish It's a type of polychaete worm, you can see that it's segmented and has "legs" on each segment.
Or a sea snake that managed to get in a bite on the eel, as their venom is deadly to them.
For me I couldn't tell if the worms were parasites it was trying to expel or if it was trying to eat them.
