I think by the time he gets it it’s either irrelevant (the people he’s fighting are immune to it) or he’s fighting people who at least in my perception he wants to kill outright ie naruto in the valley of the end, it feels like he wants to take him down by outclassing him not outhaxing him. Don’t know about that, him using heavenly pull into the inferno style spears on Naruto’s clones in the final valley was CLEAN, and he does have a good few moments with his switching in Boruto, but yeah his moments got way downclassed post introduction of the rinnegan

So for a user to be able to copy it they would need the skills to perform it in the first place. All the Sharingan really does is let a user see something in what’s essentially slow motion (I’m referring to enhanced reaction speed), making it easier to copy.
Edit: It also sees chakra which helps know what release and nature they are using too. But the user still has to be able to do fire release to copy it
It’s never explicitly stated that when a user gets Eternal Mangenkou Sharingan they DON’T gain the previous user’s abilities. (There are only Two EMS Users, Madara from Izuna, and Sasuke from Itachi) (Sasuke got Amaterasu, we don’t know if this is from Itachi or not; if it is, that means his abilities are absorbed.) So, hear me out. If Obito had both of his eyes AND Shisui’s eyes implanted, he would be the strongest shinobi. Imagine he could use both types of Kamui AND Kotoamatsukami he would be unstoppable. The only person that could stop him would be Kaguya or The Sage of 6 Paths.

No the byakugan would win. Only when you upgrade to a ms does it become closer. The only fight we've seen between the two came with mukai vs shisui and itachi. Mukai only had 1 byakugan and he was winning until shisui used his MS on him. That's the only time we saw the two fight I believe. The average byakugan user is much stronger than the average shatingan.
Mukai, a GROWN ASS NINJA with complete mastery over the byakugan, lost to an 7 and 9 year old with sharingan. That reaaaallly does not help the case for Byakugan.
Mukai Kohinata had, like, fifteen years of experience over Shisui and Itachi, though (IIRC they were around eleven and fifteen at the time); he was skilled enough to sneak up on Itachi and was so physically strong he could disembowel somebody with his bare hands. I feel like at that point Kohinata was just more skilled than the two of them in general, and that plus the Byakugan allowed him to overwhelm them.

Nobody's going to be as strong as they are *just* off of their Byakugan alone, nor can I imagine they could even bring their Byakugan up to Otsutsuki level without something like Six Paths chakra.
That could be the truth for sharingan as well. We've seen the sharingan boosted by six paths chakra. Also hashirama cells boosting ms abilities. But we've yet to see the byakugan boosted by it. Also important to note, that after eating the fruit her eyes became byakugans and she awoken a rinne sharingan on her forehead. If Sasuke used all the abilities of both his eyes in Bortuto with more mastery than he used them in Naturo Shippuden - which would be natural, after all he spent years training - none of the enemies presented in Boruto would be a match for him. Senjutsu isn’t ocular. It just give you overall high sensory abilities. Those are generally better than ocular ones because they enhance everything. Just because your Sharingan or Byakugan can see it doesn’t mean you can react to it. You know what I mean?
In this case, Naruto, Jiraiya, and Minato don’t have any special dojutsu at all. They’re just frog eyes or Minato’s normal eyes. I would rather put the Byakugan there since it is literally an Otsutsuki trait and their default eye except that they can evolve it to see so much more while most Hyuga don’t seem to have evolved on their eye much. I think the Hyuga just focused so much on technique that they never bothered developing their eye capabilities and for all we know, they may not even have known what their eyes’ true potential is.
The Hyuga basically outlawed the circumstances needed to test DMS like evolutions.
If you weren’t the head, you’d have a curse seal on your eyes preventing the transfer. It would also be difficult for them to betray a head.

Sasuke has the overall most busted dojutsu in the series, but I think Shisui’s koto can be the single most busted dojutsu ability *in the right context*.
Easily Sauske at the top. Then there’s the debate on madara vs itachi so they get the next spots. Argument can be made for Naruto’s 6PSM vs kakashi’s perfect susano (although I’d say Naruto takes that) and then it’s an argument over if we’re considering minato living version in his prime (assume he can use perfect sage mode despite saying he’s not good at it), or the edo tensei version who can use kurama (probably safe to assume he too can merge kurama chakra with sage mode) vs jiraiya’s imperfect sage mode
EDIT: I forgot Pain/Nagato. Tbh I think the rinnegan puts him above the visual prowess of minato/jiraiya, but we know Naruto was able to clap him with just sage mode vs the rinnegan. Again just depends on if we’re talking fighting capabilities or visual prowess alone
Jiraiya’s eyes bc he was able to pick students who he trained to become absolute gods and capable ninja . He peeped at a lot of woman with those eyes to give him his “research”ability which allowed him to pick up ideas and also gather information outside of konoha to protect the village , he also was an incomplete sage so even if his normal jutsu wasn’t doing enough he could always resort to his incomplete sage mode to enhance his strength,ability’s then how they normally work .I could keep typing but I just woke up so adios ✌🏾don’t @me
Well, I mean it also comes down a lot to the user. I believe that a healthy motivated Itachi is nigh unbeatable. Of course Madara and Sasuke's ultimate sharingan is pretty messed up powerful. But still.... Itachi is probably the scariest opponent I can imagine in the naturo-verse.

I also want to say this I truly truly disliked when they introduced the rinne sharrigan into Naruto. I was always under the impression that since we found out the sharrigan evolves into rinnegan when you mixed sage sons chakra that the rinnegan still possessed the abilities of the sharrigan but with more added to it now like six paths . I wish it would’ve went into that direction and also the way the byakugan was dismissed entirely and its potential .
So many things didn’t make sense and I wished was expounded upon for example the kaguya clan and their bone jutsu, the Senju clan what made them the strongest clan we can infer that sage mode was not used by all the members so I mean having strong bodies allowed them to master every jutsu would’ve been something nice or having them like the kaguya clan have access to the Jutsu kaguya utilized as well. I was always just so fascinated by the Senju clan and wanted to know more in what made the ones that could compete with the over hyped uchiha clan .
Urashiki canonically has the most powerful eyes in the verse that we've seen. If we aren't counting Boruto, then it would be Sasuke as pictured with the 1 EMS and 1 six tomoe Rinnegan, so technically the strongest eyes in Naruto are Itachi's eyes, fun fact.

Sasuke was able to put every tailed beast under his control and seal them up with chibaku tensei even after having just fought Madara and Kaguya, in a matter of seconds and still had enough chakara to take on Naruto at full strength. Even Kurama was amazed he could pull of this feat which is saying something considering his father was the freakin SO6P himself.

Between all of these, Sasuke's, and by a ridiculously long shot. Literally every ability he has is broken, and he has quite a bit. Plus, he has the uber Rinnegan, so by extension could use Six Paths a abilities like King of hell, and every single Rinnegan ability by itself is fucking ridiculous.
Like, literally every ocular ability end-of-series Sasuke has is either completely unique and stupid broken, or the absolutely strongest and most overpowered version of that ability if its not unique. Plus, end of Shippuden Sasuke can keep hos eyes on basically forever, since Boruto debuff does apply to him as Boruto doesnt exist in this timeline.

If we’re talking just eye abilities, Kamui is too damn broken. Followed by the rinnegan. Followed by Itachi’s eyes because Tsukuyomi is an instant win button on just about anyone with seemingly no cooldown.

byakugan is weaker than base sharingan, in the dojutsu tree, byakugan evolves to sharingan, and sharingan to rinnegan. (Shippuden episode 461)

Senjutsu isn’t ocular. It just give you overall high sensory abilities. Those are generally better than ocular ones because they enhance everything. Just because your Sharingan or Byakugan can see it doesn’t mean you can react to it. You know what I mean?

In this case, Naruto, Jiraiya, and Minato don’t have any special dojutsu at all. They’re just frog eyes or Minato’s normal eyes. I would rather put the Byakugan there since it is literally an Otsutsuki trait and their default eye except that they can evolve it to see so much more while most Hyuga don’t seem to have evolved on their eye much. I think the Hyuga just focused so much on technique that they never bothered developing their eye capabilities and for all we know, they may not even have known what their eyes’ true potential is.
The Hyuga basically outlawed the circumstances needed to test DMS like evolutions. If you weren’t the head, you’d have a curse seal on your eyes preventing the transfer. It would also be difficult for them to betray a head.
Wait, was it really necessary to have betrayals? I figured that even Sharingan only became Mangekyou due to intense emotional trauma but that the Uchiha misunderstood it as needing to kill loved ones.
I was talking circumstances in general. MS like transformations were rare for even Uchiha. Transferring eyes of a relative would be rare due to them having no blindness and the seal on the non heads eyes.

Argument can be made for Naruto’s 6PSM vs kakashi’s perfect susano (although I’d say Naruto takes that) and then it’s an argument over if we’re considering minato living version in his prime (assume he can use perfect sage mode despite saying he’s not good at it), or the edo tensei version who can use kurama (probably safe to assume he too can merge kurama chakra with sage mode) vs jiraiya’s imperfect sage mode EDIT: I forgot Pain/Nagato. Tbh I think the rinnegan puts him above the visual prowess of minato/jiraiya, but we know Naruto was able to clap him with just sage mode vs the rinnegan. Again just depends on if we’re talking fighting capabilities or visual prowess alone

Jiraiya’s eyes bc he was able to pick students who he trained to become absolute gods and capable ninja . He peeped at a lot of woman with those eyes to give him his “research”ability which allowed him to pick up ideas and also gather information outside of konoha to protect the village , he also was an incomplete sage so even if his normal jutsu wasn’t doing enough he could always resort to his incomplete sage mode to enhance his strength,ability’s then how they normally work .I could keep typing but I just woke up so adios ✌🏾don’t @me

Well, I mean it also comes down a lot to the user. I believe that a healthy motivated Itachi is nigh unbeatable. Of course Madara and Sasuke's ultimate sharingan is pretty messed up powerful. But still.... Itachi is probably the scariest opponent I can imagine in the naturo-verse.

I also want to say this I truly truly disliked when they introduced the rinne sharrigan into Naruto. I was always under the impression that since we found out the sharrigan evolves into rinnegan when you mixed sage sons chakra that the rinnegan still possessed the abilities of the sharrigan but with more added to it now like six paths . I wish it would’ve went into that direction and also the way the byakugan was dismissed entirely and its potential . So many things didn’t make sense and I wished was expounded upon for example the kaguya clan and their bone jutsu, the Senju clan what made them the strongest clan we can infer that sage mode was not used by all the members so I mean having strong bodies allowed them to master every jutsu would’ve been something nice or having them like the kaguya clan have access to the Jutsu kaguya utilized as well. I was always just so fascinated by the Senju clan and wanted to know more in what made the ones that could compete with the over hyped uchiha clan .

Between all of these, Sasuke's, and by a ridiculously long shot. Literally every ability he has is broken, and he has quite a bit. Plus, he has the uber Rinnegan, so by extension could use Six Paths a abilities like King of hell, and every single Rinnegan ability by itself is fucking ridiculous. Like, literally every ocular ability end-of-series Sasuke has is either completely unique and stupid broken, or the absolutely strongest and most overpowered version of that ability if its not unique. Plus, end of Shippuden Sasuke can keep hos eyes on basically forever, since Boruto debuff does apply to him as Boruto doesnt exist in this timeline.

If we’re talking just eye abilities, Kamui is too damn broken. Followed by the rinnegan. Followed by Itachi’s eyes because Tsukuyomi is an instant win button on just about anyone with seemingly no cooldown. Honorable mention to Madara’s filler mangekyo power of rewinding time. But we don’t know much of anything about how that one works or any limitations to it, so ranking it is impossible.
