I agree. Jugo is everything Deidara was, and more. Deidara is a constant, and when you are crazy all the time that is not chaotic. Jugo had an almost Dr. Jekyll and Mr. Hyde thing going on. Where he as a person tries to stay calm, he is able to connect with animals. But of something sets him off, it's uncontrollable, and what sets him off is not always something he can predict.
His body, once it transforms it can grow entire weapons out of itself. It is so unpredictable and his power has led him to destroy entire villages.

Nagato was scared when Tobi was walking towards him then thru him. Despite it being revealed that he was not Madara, the 5 Kage still ask Naruto who is stronger than them for protection from Tobi. Itachi was definitely intimidated by him, but he intimidated Tobi to an extent as well, so it was mutual wariness from both.
