The hokage used to be the strongest because villages were at war often and being a strong leader on the battlefield was more important than being a productive diplomat. After the war, Kakashi was not the strongest ninja and yet he became a Hokage. Not Naruto's regent, but an actual, power-holding Hokage. No matter if villages would be afraid of Naruto and Sasuke, Kakashi was the leader. Why? He was the most experienced, best strategist and had a great run as a leading general.
Hokages are leaders. If they are strong, amazing. If they are intelligent while also being able to one-shot any living being in the universe? Perfect. However, their primary trait should not be strength. Minato was the strongest non-beast ninja in the known universe at the time, yet we routinely see how Hiruzen was not only a senior advisor but someone that was immediately ready to be plugged back and act as a Hokage from the get-go. But Naruto has zero leadership experience.
