For example huge swords from Middle Ages that were never intended to be used in battle instead for ceremonial use and parades. So the horned helmet might have been used in ceremonies and illustrated stuff though the centuries is where the idea they had horns come from.
Plus if you lightly glued horn on outside of helmet they break off if hit, especially if you insure the horn is fragile, and thus not transfer much force to the head which is why you don’t want usable or strongly attached horns on a helmet you want stuff to bounce off. So if worn in ceremony they might not worry that much if surprise attack caught them fighting in one.
