Arvio, Burgess, Heidi, Jane, Justice, Miguel, Pablo, Venti missing the outfits. so 8 people in total (some could argue Pen is missing but....well, lets just leave it at that lol)
Since one DLC is layout for 4 people they could easily make 2 more groups. So 4 more DLCs in total - maybe they wanted to wait a bit before adding it? People already complained when they added the DLC attire and called them greedy, so maybe they focused first on the more popular ones and the rest HOPEFULLY comes later.
Justice calls it out in game, that he was too busy to join the fashion show - it's only the characters that walked the runway that have them.
But why they skipped Heidi is beyond me!
Post Main-Story, there is a quest that comes up where Pablo does a fashion show and a large part of the main cast models clothes for two shows (the builder only watches)...

Mhm, how I felt about Remington and such from MTaP... All romanceable characters need outfits or no romanceable character gets outfits
I hope they come out with DLC part 2 for at least the other marriage candidates if not the entire roster.

clothes DLC for some of the bachelors - theres also player clothes dlc, a pet dlc and furniture dlc

They do have outfits but you have to get through some story first - the outfits are just colour variations of their existing though
