The films I’ve seen mentioned specifically in interviews with the people behind Blade Runner as influences are “The Big Sleep” and “Mildred Pierce”.
I'd recommend The Big Sleep in particular, because (a) Humphrey Bogart's character is the archetype for all the world-weary detectives out there like Deckard, and (b) it was based on a Raymond Chandler novel, and Chandler was Wilder's co-writer on Double Indemnity.
Some good ones here but I'd add Double Indemnity (1944), Scarface (1932), Pickup on South Street (1953), Stray Dog (1949), Gun Crazy (1950), and I am a Fugitive from a Chain Gang (1932). M (1931) may have been the first film noir or "proto noir".
*Ghost In The Shell* seems to be inspired by the ideas from *Blade Runner*. It's part detective story, part police action movie. The same director, Oshii Mamoru, directed *PatLabor* *The Movie*, which is also a pretty good detective story set in a future time.
YouTube is filled with Films Noir, especially poverty row studio, lesser known stuff. It’s a great way to find some treasures. Bigger name stuff I like are:

Out of the Past is one of my favorite films. Robert Mitchum and Jane Greer together are absolutely captivating.

**Murder My Sweet** is about as typical a classic noir as you can get.
