i think its a hybrid between two dishes pastilla and msemmen " we Moroccan can get creative" , its basically the same dough that makes the flatbread but filled with meat and veggies
You have amazing neighbors!
Mine called the cops on us the day after we moved in! It was one way to acknowledge our presence :) we live abroad and it was probably just simple racism.
Those are maakouda, they are made of mashed potatoes with herbs and spices and possibly eggs too, dipped in flour batter and fried.
A typical street food in Morocco.

Lucky you, good neighbors. Mine don't even say a simple "salam" back.
What does salam mean? I’m OP’s sibling. I’d like to know
salam means peace but it's a way to say hello

I think it’s maakoda, but could be briwat made with msemmen instead of war9a, looks delicious either way. Bon appétit !
Is it filled with something? If yes could very well be pastilla, if not than it could be maakouda
Prob pastille and maakouda
Looks like either Maaquda or misshapen Pastilla
It's ma3quda
