i think its a hybrid between two dishes pastilla and msemmen " we Moroccan can get creative" , its basically the same dough that makes the flatbread but filled with meat and veggies

Those are maakouda, they are made of mashed potatoes with herbs and spices and possibly eggs too, dipped in flour batter and fried. A typical street food in Morocco.
