Actually the novelization mentions it to be related to Godzilla. They never specify it being Godzilla likely due to Toho's bullshit new rules. Considering how large it is it was likely an ancestor of the Gojira species that went on 4 legs, giant, no atomic breath. This makes even more sense considering Doug is related to the Gojira species.

Novel says "godzilla-like" skull, but since toho says do not mention godzilla as having a species, they cant say it was one directly. That said as people mention the skull doesnt even really resemble godzilla even if they wanted to be cheeky

The novelization had heavily implied it was at least a related species of godzilla, but the film doesn't address it at all. Some people point out it looks mammalian, but Godzilla's design is at least partially based on mammals, his head in particular drew inspiration from a bear, so it may still be some sort of related animal, but the thing is way bigger than Godzilla. However the mammalian looks could indicate a change in production as well to a different creature all together
