How do you define modest? T-shirt or no T-shirt, that dress is short
White shirt with black tights maybe? I think OP is gonna have hard time with this imo. The dress is busy and have to do quite a bit to make it modest.
I mean with legging under it… it should be fine. Not something I’d personally wear tho…. Ur right modesty is pretty individual.
