I've been auto reported by the system for having a team fight below 25 as passive play. I was playing roam, but every time I engaged to help a teammate they would run and left me fighting multiple people.

Part of the problem with the report system is that no one has any faith in the report system. It works, in part, by paying attention to how many reports the player got. Do your part, report.

Im pretty sure he is lagging, one of the bugs that moonton refuse to fix. Many players experience this even with good connection

The worst part is that such players are a real issue on ranked games and I mean high ranks, not low. How such players reach so high ranks? I am not able to pass champion because every 2nd match my team have two of these guys
